The main concepts of the permission system. Used system wide across all services.

Organizations allow grouping users and sharing objects with teams.

EAGLE objects include submissions, exclusions, audits, and cycle counts. All object types follow the same permission model.

Relation	Description
`owner`	The user who owns the object and has full control
`editor`	Users granted explicit edit access
`viewer`	Users granted explicit view-only access
`shared_with`	Organizations the object is shared with

Feature flags control access to specific EAGLE features.
